In the IC-Prog software, there is an extremely helpful tool when debugging the programmer. (It's not very well documented; the help file for this options only says "This command checks the hardware that is connected to IC-Prog.")
From the IC-Prog menu, chose "Settings -> Hardware
Check". This will bring up this dialog box:
This allows you to click on the "Signals Out" boxes
to produce an output on the relevant pin, which you can then check with a
voltmeter. Checking "Enable MCLR" should put 13V on the programming
pin. Checking "Enable Clock" or "Enable Data Out" should
put 5V on the CLOCK or DATA pins, respectively. (Not sure about the
"Enable VCC", it doesn't seem to do anything on the programmer.)
Under "Signals In", the "Data In" check box
is display-only and shows what the programmer is reading as input from the
DATA pin. It should follow the status of the "Enable Data Out" check
box (assuming you leave the DATA pin open circuit). If it doesn't, there's
something wrong.
